Passport Accountability System
Purpose
The Accountability System guideline is created to allow the Fire District a viable means to account for emergency personnel at an emergency incident.
Scope
This order shall apply to all District personnel responding to an emergency incident. Participation by any member of the Nestucca Rural Fire Protection District during an emergency incident without entering the “Passport Accountability System” is strictly unauthorized.
Responsibility
It shall be the responsibility of all District personnel to be trained and use the “Passport Accountability System” as provided by the District.
Procedure
The Nestucca Rural Fire Protection District will account for the location and safety of all personnel who are operating within an “Emergency Incident” that constitutes an immediate hazard to the life or health of the responder. Participation by any member of the Nestucca Rural Fire Protection District during an “Emergency Incident” without entering the “Passport Accountability System” is strictly unauthorized.
The “Passport Accountability System” will be used by the Nestucca Rural Fire Protection District in its licensed components as follows:
Lime Yellow helmet shields for Firefighters
Red helmet shields for company Officers
White helmet shields for Chief Officers
White Status Boards for the Incident Commander and Sector Officers
Plastic name tags attached to personnel helmets by Velcro
Name tags shall be transferred to the appropriate “Passport”
White for Chief Officers
Red for company Officers
Yellow for Firefighters
Blue for EMS personnelPrimary Passport shall be white and flexible
Backup Passport shall be red and rigid
Reserve Passport shall be green and flexible
The Nestucca Rural Fire Protection District will utilize the “Passport Accountability System” in conjunction with the Incident Command system to identify individual members of a team and their assignment, and account for the assignment of teams and units at an emergency incident.
Violation of this policy is subject to disciplinary action up to and including termination covered in the disciplinary action SOG.
